Bu durum karşısında İran Rusya ile bir antlaşma yapmak zorunda kaldı. İki devlet arasında imzalanan Türkmençay Antlaşması (1828) ve Osmanlı-Rus savaşlarının sonucunda imzalanan Edirne Antlaşması (1829) ile Azerbaycan’ın milletlerarası statüsü tesbit edildi.
